Substance Abuse Block Grant
The Substance Abuse Block Grant (SABG) is a federal grant funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). It’s available to provide substance use treatment services to uninsured or underinsured adults and youth with a substance use disorder. Mercy Care gets the funding and manages it to ensure access to covered behavioral health services.
Funding targets the following populations:
- Pregnant women/teenagers who use drugs by injection
- Pregnant women/teenagers who use substances
- Other individuals who use drugs by injection
- Substance using women/teenagers with dependent children and their families, including women who are attempting to regain custody of their children
- As funding is available - all other individuals with a SUD, regardless of gender or route of use.

Residential treatment varies from 30 to 120 days. It’s more intensive than outpatient treatment. Residential treatment is provided in the least restrictive setting. Many treatment providers have residential services in Maricopa County. For provider locations near you, call the providers directly.

Outpatient treatment providers

Outpatient treatment allows participants to live at home outside of treatment hours, allowing them to continue engaging with work or school and the ability to fulfill other personal responsibilities. Recovering individuals will attend group and/or individual therapy sessions each week, and if needed they can meet regularly with a psychiatrist for medication to manage withdrawal, cravings, and any existing mental health issues. These services are paid for by federal grants. You can view these materials and order copies at no cost to you. Share them with your clients and their families.
